The Northern Territory Government missed a chance to introduce more effective changes to alcohol policy.

The Government says it is rolling out the toughest policies in the country to tackle problem drinkers and the venues serving them.

But former licensing official says moves were made years ago to introduce more stringent licensing conditions and give police greater powers to enforce them.

He says the Government may have been pressured by the Australian Hotels Association not to go ahead with them.

But the Licensing Minister Delia Lawrie says the policies have been worked out after extensive consultation with councils and communities around the Territory.

She says the Government is not being pressured by any industry group.
