Alice Springs Chamber of Commerce says they are not surprised at reports the income management scheme is being rorted in the town.

Past few years BasicsCards have been issued to welfare recipients to prevent the money being spent on alcohol.

The system is being manipulated with clothes being purchased using the card then refunded for cash to buy liquor.

It happens in big department stores but rarely in smaller shops.
